A "snapchat ban" is such a meaningless bandaid for what are essentially roving bands of neglected children. These kids need to be pulled out of their current environment and be re-educated in the most Chinese Communist Party sense of the word - for their own sake and for everyone else's.

I often think a sort of mandatory civil service where we mix and distribute kids across the country for X-months to clean parks or something would help alleviate this kind of neglect that seems endemic and magnified in these cities.
