In my country, corruptors are given luxurious facilities that they do not deserve. But I believe the only thing that should be considered a luxury in detention centers or prisons is a library.

Why do you care? Who decides what someone else "deserves?" Does prison or detention have to include deprivation and cruelty? This doesn't seem like something to get upset about unless you plan to spend time in prison.
