The idea that Trump has any given policy appears to mostly be BS.
Trump's approach seems to be simply to disallow just about anything the government might touch under whatever justification can be thought of (it doesn't matter) simply to charge some level of graft for allowing it. Provided he gets his, he doesn't care except to maybe claim to doing something great by allowing the thing he disallowed. There's no ideology or policy, just personal advantage.
