I'll assume that Robotics means efficient Manufacturing Systems. I might be wrong, but it seems fine.
There must be something to manufacture (planning / markets & inputs)
There must be capacity (planning / finance & operations)
There must be markets (planning / economics & re-investment)
The through line is planning. That probably means industrial policy, however that's effected. China has a better grip on that. There's no point in being the smartest when you can't make lunch and someone else can, and they're eating yours too.
Yes, Robotics should be on the top and data-centers on the bottom. Start there, build capacity, consolidate an advantage, and then work toward the rest.
