This is domestically led. Unlike China, VN's head of state is a MPS careerist, and much of the leadership spent their formative years in East Germany, Czechoslovakia, and Romania from 1988-93. After the Viet A scandal and SaltBae-gate, the MPS became much more interested in online presence management.
Additionally, VN's internal security apparatus tends to procure from Western (French, Israeli) or Indian vendors because of the ongoing standoff with China over Hoang Sa/Parcel Islands [0], with a significant portion of military leadership having served during the Sino-Vietnamese War and the subsequent dirty war that continued into 1991.

Digital citizens would have the rights to own and manage their digital identities; access, use and benefit from digital services; be protected and have their safety guaranteed in the digital environment; and participate in digital democracy and digital oversight.
