"Points would be awarded based on criteria such as data updates, frequency of digital service use, and contributions to the digital community. Citizens with high scores would enjoy various incentives in terms of taxes and charges, services, administrative procedures and social welfare. Noteworthily, digital citizen scores would not be used for imposing penalties or restricting the lawful rights and interests of citizens

Digital citizens would have the rights to own and manage their digital identities; access, use and benefit from digital services; be protected and have their safety guaranteed in the digital environment; and participate in digital democracy and digital oversight.

The Vietnamese government has close ties to China right? For example, they are pivoting their high speed rail network to interconnect to China’s high speed rail (https://en.wikipedia.org/wiki/North%E2%80%93South_express_ra...). Between this and the change to not allow banking apps on rooted phones (https://news.ycombinator.com/item?id=46555963), I wonder if they’re being fed a playbook and tools for control of the citizenry by the CCP.

Nope.

This is domestically led. Unlike China, VN's head of state is a MPS careerist, and much of the leadership spent their formative years in East Germany, Czechoslovakia, and Romania from 1988-93. After the Viet A scandal and SaltBae-gate, the MPS became much more interested in online presence management.

Additionally, VN's internal security apparatus tends to procure from Western (French, Israeli) or Indian vendors because of the ongoing standoff with China over Hoang Sa/Parcel Islands [0], with a significant portion of military leadership having served during the Sino-Vietnamese War and the subsequent dirty war that continued into 1991.

As I mentioned in that thread, all of this is part of the VNeID rollout, which is targeted to be completed by 2030 [1].
