Should You Include Engineers in Your Leadership Meetings?

Maybe it’s just me but I’m not getting if those senior engineers are just observing those meetings or whether they are expected to contribute or even take major action points upon themselves.

In other words, if there is a set of engineers without access to those meetings, do they simply get the news from those senior engineers or are they actually in teams led by these senior people?
