My city is third on the list of most downtown land taken up by freeways. Its downtown is also a desert, never willingly visited by anyone if they can help it, due to decades of fearmongering. If you rebuilt it, they wouldn't come -- even if they were physically able to, which, if you tore the roads out, they wouldn't be.
