At least they have people saying this now. That's progress, even if 15 years late on this system. The reason OCX failed was because it was exactly that all-or-nothing proposition. This all-or-nothing style can work on small systems, and some larger but well-understood systems, but is going to work very poorly (if it works at all) for anything complex.

OCX has had problems going back years, some GAO reports (not exclusively about OCX, but about GPS and OCX):
