busy streets rarely have cars that are moving fast.

rural roads and 2 lane highways have fast traffic that a) doesn't expect other traffic, especially pedestrian b) are long and constant, breeding inattention and c) have few or limited passing zones that encourage racing.

busy streets have slow traffic where the drivers are forced to do nothing but check their mirrors while they wait to move.
