But there's paradigm shift: it's not EU making barriers, they just acknowledge that the wind has changed. There is no State giving businesses money to shift from AWS to OVHCloud.

If tariffs are set on a whism... and for retaliation to politic disagreement, and safety is not ensured by the US... Tomorrow Trump could negate access to AWS from French domains because he dislikes Macron.

So businesses are not incentivated. States are just worrying for them, as systemic risk is something that needs to be managed far above. EU states tend to be slow and disagreeing between themselves. If and when the money comes out of the bank, we'll see.
