Why did it take four years?

Time to regulate that if the owner of a long standing school can no longer operate - time to sell it on in a prompt manner, and or have an intermediary body take over the running of the school until ownership changes hands.

This saves some profit only company buying in some utility only with aims of securing real estate that once the low profitably is realised, to cease and move onto other more profitable projects.
