The only two countries with model makers that matter are in China and the US.

Given that, I tend to side with Demis Hassibis' idea, which is to NOT rely on global AI governance, but instead to rely on American regulation of AI because, as a rich and large market, Chinese model makers would need to comply if they wanted to operate here in the US.

Now, if China were open to western companies to operate as freely as they can in the US, then China could be that weight that dictates AI regulation, but alas.

> China promotes “inclusive” ai rules that respect different political systems and the sovereign rights of states. The contrast with America is deliberate. Successive American presidents and democratic allies have talked of embedding liberal values and freedoms in ai. China paints that as Western chauvinism.
