Key details: Huawei developed IPV6+ standard which includes APN6 - application ID and/or user-group identifier plus performance parameters stamped at the edge to enable fine-grained traffic steering and resource allocation. There's enforcement plumbing in the standard to prevent spoofing it, and it defeats encryption (Carriers don't need to see what's inside the packets if they're stamped atleast semi-accurately with a header). Packets can also be written with explicit ingress/egress paths by the carrier, controlling traffic in a fine grained way. The standard also include SAVI - source address validation, which prevents spoofing, pretty much de-anonymising all network traffic on the standard.

Chinese manufactured networking hardware is already deploying IPV6+ standard and this hardware is also being exported overseas.
