Also includes: (Undercover or not) law enforcement officers and (private or not) detectives and stupid "vigilanties" committing whatever crimes they want, whether it is harassment through car horn sounds repeatedly emitted near the targeted individual, planting false evidence, using car headlights repeatedly near the targeted individual, breaking into the targeted individual's house, forcing the targeted individual to hear nonexistent voices and sounds like gunshots and helicopter sounds from a war crime Sonic Weapon, flashing laser beams repeatedly at the targeted individual, etc.
Simple. Thinking certain thoughts and having certain opinions and beliefs is grounds for punishment.
What rules were "broken"?

So the "rules" that I was never told about and that don't exist.
What do law enforcement officers always say?
"Ignorance of the law is no excuse."
The "No Cruel or Unusual Punishment" part of the U.S. Constitution means nothing to these "Qualified Immunity" law enforcement officers.
