I'm really confused why this isn't a criminal investigation

Wow this really getting traction in the media here. No details unfortunately and given its a federal system it's likely managed by complacency to the lowest bidder I'm not surprised they don't have a clear details yet (altho I'd imagine they'll have event logs when that one guy who knows splunk come in)
