Like, they can try and force this through, but if the negative externalities are strong enough.
Have we ever had such negative externalities run up against public opinion.
I’m not trying to make a statement on the level of negative externalities, but if energy prices continue to grow, the job market continues to decline. Forcing this through and not regulating feels fraught if they can’t tie the benefits to day to day life.

Headline, in accordance with the text of the article, should say that "Trump stood alone". It's not like he's articulating some carefully considered policy with inputs from all stakeholders, he's just saying what he wants, what's best for him.
