There must be something wrong with the fileset if the files and the changes are not related.

I think the real problem is PR requests that are too large and have too many files. Personally i believe each PR should be as small as possible and complete in its own right. If there are so many files with so many changes then thats a smell that demonstrates the motivation is confusing and difficult to understand.
