I can barely recall in the 80's and 90's, the goal was to create "symbol" fonts with images as characters. Rebus fonts, if you will. [0]
At the time, placing images, large or small, in documents was problematic, whereas, you could place a character anywhere, once a font was installed. I'd have to search old files to find examples, but one image that sticks in memory is a trace of Saddam in a font called KuWaiter.
The point being that images/characters, sometimes real font characters, were scanned with a forgotten video camera with a Nikon F to "C" mount adapter, using a forgotten digitizer and processed with forgotten software, probably streamline and Fontographer, a mighty far cry from this program. A check of digital cameras of the time produced quite the surprise. I used nothing of the sort.
IIRC, type 3 fonts were the end result. The startup was a non-starter for various reasons.
