so the instance of the grand conspiracy to hand is

1) they knew somebody had a device

2) they bought a device from somebody. is it the same as 1? how do we know?

3) they tested the device on mice, goats, something.

4) the subjects said they had headaches, in some manner.

one version of the story has "two agents walked into a coffeeshop" but instead of a punchline, its "a kid with a backpack on followed them in" and "they reeled in horror as their heads hurt" which is magically INCONTROVERTABLE PROOF the kid had a microwave weapon in his backpack.

I'd say in this day and age, anything is possible.
