The word "simulator" got me hoping this was more realistic but it's just simplistic fantasy game kinginess - giving money to people to grow the city and taking chances on magic stuff. I didn't encounter any challenges to my sovereignty or ways to build up a network of loyal supporters.

Try Reigns, while it's not a super realistic simulator either and is also mostly focused on balancing a few stats, it does have more lore and decision results beyond that.
